Government of India aims to provide Internet connectivity through Public Data Offices (PDOs). The scheme aims to not only boost the “ease of doing business” but also will do the “ease of living in India.
Wi-Fi Access Network Interface (WANI) ensures the inter-working among systems and software applications used by these distributed entities i.e. PDOA, PDO, App Provider, and Central Registry.
General conditions:
1. These entities i.e. PDOA, App Provider, and Central Registry will not provide switched telephony service.
2. The PDO’s Wi-Fi Access Point, PDOA’s Captive Portal, App Provider’s App, and Central Registry will be compliant to the architecture and specifications of WANI Framework, attached at Annexure-II.
3. Any customer authenticated by an App Provider can use any WANI compliant Wi-Fi Access Point operated by any PDO for accessing the Internet. 4. Any dispute, with regard to the provision of service will be a matter only between the aggrieved party and the App Provider or PDOA or both, who will duly notify this to all before providing the service. And in no case, the DoT will bear any liability or responsibility in the matter. The App Provider and PDOA will keep the DoT indemnified for all claims, costs, charges, or damages in the matter.
5. The App Provider, PDOA, and Central Registry Provider will abide by all the terms and conditions that may be imposed by the DoT from time to time.
6. The App Provider, PDOA, and Central Registry will be responsible for any violation of the terms and conditions by anyone including but not limited to their employees.
7. The App Provider, PDOA, and Central Registry will be responsible for the correctness of the information furnished.
8. All efforts will be made by PDOAs to deploy Indian technology (i.e. technology designed & developed in India) and Made in India Wi-Fi Hotspot Access Point equipment, through which Broadband internet services will be provided under WANI framework.
9. DoT reserves the right to take appropriate action for any violation of the terms and conditions, including cancellation of registration

Security Conditions:
a) PDOA shall make necessary provisions for storage of user data for one year to ensure compliance with legal provisions, as required.
b) The user data privacy will be ensured by App Providers and PDOAs. Complete user data and usage logs will be stored within India.
c) Subject to terms and conditions of the Registration, the App Provider, PDOA and Central Registry Provider will take all necessary steps to
safeguard the privacy and confidentiality of any information about a third party to whom it provides the service

PM WANI WiFi scheme means wireless internet connectivity to India
DoT invites registration under the PM-WANI framework There will be no licence fee or registration for PDO (Public Data Office) for providing Wi-Fi internet. PDO could be small shops or even Common Service Centres,” communications Minister Ravi Shankar Prasad said on Wednesday.
The registration process is an online process and will be completed within 7 working days of the receipt of applications.
What is WANI framework?
While delivery of broadband is possible through different media and technologies, under the WANI framework, it is envisaged that last mile broadband connectivity, where the consumer accesses broadband services, will be through a network of public Wi-Fi access points. The backhaul requirement for these Wi-Fi access points will be met by procuring internet bandwidth from the telecom service providers/internet service providers. Under the distributed architecture and unbundling of functions, the WANI eco-system will be operated by different players who are described herein under
Public Data Office (PDO): It will establish, maintain, and operate only WANI compliant Wi-Fi Access Points and deliver broadband services to subscribers.
Public Data Office Aggregator (PDOA): It will be an aggregator of PDOs and perform the functions relating to Authorization and Accounting.
App Provider: It will develop an App to register users and discover WANI compliant Wi-Fi hotspots in the nearby area and display the same within the App for accessing the internet service.
Central Registry: It will maintain, in accordance with the WANI architecture and specifications, the details of App Providers, PDOAs, and PDOs. To begin with, the Central Registry will be maintained by C-DoT.

1. Internet services were launched in India on 15th August, 1995 by Videsh Sanchar Nigam Limited. In November, 1998, the Government opened up the sector for providing Internet services by private operators. A liberal licensing regime was put in place with a view to increase Internet penetration across the country. The New Telecom Policy 1999 envisaged opening up of internet Telephony where upon Government decided to permit ISPs to process and carry voice signals (Restricted Internet Telephony) with effect from 1st April 2002.
2. In the year 2007, the Government decided to issue a single licence under ISP guidelines dated 24.08.07 which permits restricted Internet Telephony for the ISPs under the Internet Service License.
3. Guideline for Unified License (UL) was issued on 19th August 2013. As per UL Guidelines, the authorization for provision of Internet Services is granted under Unified License (UL). The applicant company has to apply for Unified License with authorization for Internet Services.

DLT Registration means Distributed Ledger Technology (DLT) is a block-chain based registration system. According to TRAI (Telecom Regulatory Authority of India), telemarketers have to be registered in the DLT platform.
The DLT platform keeps records of all the transactions made by the network participants.
It is mandatory as per the Communication messages like OTP, verification codes, notification, etc sent by businesses to their customers need to be registered in the TRAI DLT platform.
There are multiple phases to implement the above regulation which mandated the use of blockchain-based technology known as DLT. Most of the telecom operators have already implemented the DLT system.

In the Context of Corona Virus disease (Covid-19
In the context of Corona Virus Disease (Covid-19), DoT has decided to grant the following relaxation for a period up to 30/April/2020 in the terms and conditions for OSPs issued vide letter no. 18-5/2009-CS-1 dated 7/Oct/2011 in respect to Work from Home (WFH) facility.
1. The requirement of security deposit and agreement for work from home facility for OSPs is exempted.
2. The requirement of authorized service providers provisioned secured VPN is exempted. During this period, the OSPs are permitted to use secured VPN configured using ‘Static IP’ address by themselves for interaction between home agent position and OSP center with pre-defined locations. In this regard, the agents at home shall be treated as Extended Agent Position of OSP.
3. The requirement of seeking prior permission for work from home facility is exempted. The OSPs are now required to provide prior intimation to the respective LSA field units of DoT before starting work from home facility. While intimating the field units, the OSPs shall submit the complete details for ‘Extended Agent Positions’ i.e. name, physical address and static IP address assigned thereto. The CDRs / call logs shall be maintained by OSPs for one year as per existing guidelines.
In case of violation of terms and conditions of work from home facility by any agent or employee and/or by OSP during this period, the OSP shall be subjected to a penalty up to 5,00000 per work from home location which is in violation. In addition to above, the OSP registration is also liable to be cancelled.

As per the New Telecom Policy (NTP) 1999, service providers in India involved in providing services like tele-banking, tele-medicine, tele-education, tele-trading, e-commerce, call center, network operation center and other IT Enabled Services, using telecom resources are termed as “Other Service Providers” (OSP). These Other Service Providers or OSP’s are required to obtain a OSP Registration from the Department of Telecommunication (DOT). In this article, we look at the process and procedure for obtaining OSP Registration in India.
OSP Terms and Conditions Overview
As per the Terms and Conditions formulated by the Telecom Commission in February 2000, OSP’s can take telecom resources from authorized Telecom Service Providers only and should not provide switched telephony. Further, the Department of Telecommunication must register OSPs using telecom resources for providing an array of services like call center, tele-banking and other IT enabled services. Therefore, the Department of Telecommunication (DOT) now registers OSPs in India and has registered over 2500 cases since inception.
Applicability of OSP Registration
Service providers in India involved in providing services like tele-banking, tele-medicine, tele-education, tele-trading, e-commerce, call center, network operation center and other IT Enabled Services, using telecom resources are required to obtain OSP Registration. Telecom Resources are telecom facilities used by an OSP including, but not limited to Public Switched Telecom Network, Public Land Mobile Network, Integrated Services Digital Network (ISDN) and /or the telecom bandwidth provided by authorized telecom service provider.
OSP Registration Requirements
To obtain a OSP Registration in India, it is mandatory for the entity to be a Private Limited Company, Limited Company, OPC Company and LLP . Therefore, Entrepreneurs having plans for starting a call center or BPO or e-commerce or other IT Enabled Services must incorporate a Private Limited Company. The following are the documents necessary for OSP Registration in addition to the application in the prescribed format:

All Registered OSPs are required to immediately comply with Clause 4(ii) of Chapter II of the OSP T & C order dt. 5/8/2008 by submitting the consecutive 3 years OSP Annual Returns in the prescribed Perform i.e Annexure III, else necessary steps are being taken for placing the non complying OSPs in the Dormant list, and the Registration will be cancelled after keeping them for two years in the Dormant List.

2. All Registered OSPs are required to immediately comply with Clause 1(2) of Chapter III of the OSP T & C order dt. 5/8/2008 by Uploading the Network Diagram approved by the Telecom Service Providers (TSP) on the ONLINE OSP SYSTEM, by using login password of their company, under ‘Update Registration Details’ against the OSP Registration No. and also submitting the hard copy of the same in respective TERM Cell office for record and verification.
