What is WPC (Wireless Planning & Coordination)?

The Wireless Planning and Coordination(WPC) Wing of the Ministry of Communications, created in 1952, is the National Radio Regulatory Authority responsible for Frequency Spectrum Management, including licensing and caters for the needs of all wireless users (Government and Private) in the country. It exercises the statutory functions of the Central Government and issues licenses to establish, maintain and operate wireless stations. WPC is divided into major sections like Licensing and Regulation (LR), New Technology Group (NTG) and Standing Advisory Committee on Radio Frequency Allocation (SACFA).

SACFA makes the recommendations on major frequency allocation issues, formulation of the frequency allocation plan, making recommendations on the various issues related to International Telecom Union (ITU), to sort out problems referred to the committee by various wireless users, Siting clearance of all wireless installations in the country etc.

ETA(Self-Declaration)

“Applicable For Wireless Equipment which are operating in License exempt band(s) and exempted from Import licensing requirement as per Export and Import (EXIM) policy of DGFT”

List of documents are required for WPC ETA approval as show below:

  • Copy of company registration cerificate
  • Copy of GST registration for company
  • ID and address proof (KYC documents )of authorized signatory
  • Radiofrequency test report from IS0 17025 accredited foreign lab or any NABL accredited Indian Lab.
  • Product technical information
  • Letter of Authorization.

For which kind of products is ETA through self-declaration applicable?

Answer: ‘ETA through self-declarationʼ is applicable to the products which comply both the following conditions, i.e., )

ii . working in de-licensed frequency band)s (as per applicable Gazette Notifications from Ministry of Communications.

 How to import products falling under the category of ETA through Self Declaration?
Answer: Such category of product)s( may be imported by submitting an undertaking to the Customs along with ETA certificate, both generated/downloaded through the portal saralsanchar.gov.in.

What is the validity of the ETA certificate?
Answer: There is no period restriction for ETA and no further renewal is applicable

What RF test Report is required for obtaining ETA?
Answer: The RF test report issued by Accredited Laboratory for the product is required for issuance of ETA. In case the imported product contains multiple RF modules, then test report(s) of all RF modules without any alteration to be uploaded.
