What is M2M Communication License Registration?

M2M Communication License Registration given authorization for own the underlying network to provide connectivity and related services for M2M Service Providers. also M2M Communication Licensee can perform functions such as:

• access and integration of resources provided by other providers;
• support and control of the M2M/IoT capable infrastructure;
• offering of M2M/IoT capabilities, including network capabilities and resource exposure to other providers.

What is the M2M Communication?

“Machine to Machine (M2M) Communication” refers to a communication between two or more entities (object/devices/things) based on existing & evolving communication technologies that do not necessarily need any direct human intervention.

Types of M2M Communications License

The License/Authorization for M2M Services are granted for three different Categories namely Category ‘A’, Category ‘B’ and Category ‘C

Category ‘A’ M2M Communications License Registration

This Category ‘A’ M2M Communications Services authorization shall be the National Area.

Category ‘B’ M2M Communications License Registration

This Category ‘B’ M2M Communications Services authorization shall be one Telecom Circle/Metro Area

Category ‘C’ M2M Communications License Registration

This Category ‘C’ M2M Communications Services authorization shall be the one Secondary Switching Area (SSA)/one district.

What is the M2M Services?

“M2M Services” means the services offered through a connected network of objects/devices, with unique identifiers, in which Machine to Machine (M2M) communication is possible with predefined back end platform(s) either directly or through some gateway.

Explanation of M2M Services:-

M2M services involve communication of end device/ object with predefined back end platform(s) either directly or through some gateway. Examples of M2M services include fleet management, supply chain management, agriculture automation, smart utilities including power, water, gas etc. The M2M end devices/ objects and the platform(s) collecting and analyzing information from these devices/ objects are controlled by some organization

Who can be M2M Service Provider (M2MSP) ?

“M2M Service Provider” (M2MSP) is an Indian company, registered under the Indian Companies Act, 2013 or an LLP (Limited Liability Partnership) registered under LLP Act, 2008 or a partnership firm which provides M2M services to third parties using telecom resources. Provided that

1. such third parties utilising M2M services from registered M2MSP in connection with its products or as part of its offerings to its end customers as product or service.
2. Any organization which intends to provide M2M services for its own use (captive use) and not for commercial purpose, shall also be covered under this definition.”

Eligibility Criteria for M2MSP

M2MSP Registration may be granted to any Company registered under Indian Companies Act-2013, as amended from time to time or any LLP (Limited Liability Partnership) registered under LLP Act-2008, as amended from time to time or a partnership firm to provide M2M Services who fulfils the terms and conditions prescribed by the Authority.

Eligibility Criteria for WPAN/WLAN Connectivity Providers Registration

WPAN/WLAN Connectivity Providers Registration may be granted to any Company registered under Indian Companies Act-2013, as amended from time to time OR any LLP registered under LLP Act-2008, as amended from time to time or a partnership firm to provide connectivity for M2M services who fulfils the terms and conditions prescribed by the Authority.

Who is Registration authority of M2M Service Provider (M2MSP) or WPAN/WLAN Connectivity Provider

Department of telecommunication (DoT) is Registration authority of M2M Communications Service Provider License Registration in India.

M2M Communication License: Technical & Operating Conditions

The following are the technical and operating conditions that M2M licensees must to comply with:

Authorized Telecom Licensee

Authorized Telecom Licensee means Indian Telecom Service Provider and/or Virtual Network Operator(VNO) who have been awarded License to provide service(s) authorized under the License, within the geographical boundaries of the specified Service Area.

WPAN/WLAN Technologies

WPAN/WLAN Connectivity Providers is authorized to use WPAN/WLAN technologies in unlicensed spectrum/frequency exempt band to provide connectivity for M2M services. The WPAN/WLAN Connectivity Providers network has to mandatorily connect to licensed telecom operators network for backhaul connectivity.

LPWAN Networks

The LPWAN networks can be deployed in large geographical areas such as Metro cities, states or Pan India, depending on the business case and market demand.

M2M Communications Access using radio access

In case the Licensee provides the M2M Communications Access using radio access, the licensee shall adhere to the prevailing directions/instructions and shall also abide by further directions / instructions as may be issued by Licensor from time to time in this regard.

Last Mile’ linkages

For carrying originating and terminating traffic, the licensee may establish its own transmission links within its service area. For this purpose, the Licensee may also establish ‘Last Mile’ linkages within the service area either on fibre optic cable or radio communication or underground copper cable. In case of radio links, procedure as mentioned in Chapter VII of this License shall be applicable.

Passive Infrastructure of other M2M Services Provider

The Licensee may share “passive” infrastructure namely building, tower, dark fibre, duct space, Right of Way owned, established and operated by it under the scope of this Authorization with other Licensees.
